I have redrafted the savingram sent to the Foreign Office for concurrence at (15) after discussion with Mr. Shattock. I am quite clear that the 0.A.G. should have authority to bring the Expulsion of Undesirables Ordinance into effect if the security position in Hong Kong makes this essential. You will remember that we discussed it with Sir A. Grantham (see record at (9) on this file).
I think that a reply to (2) should now go by telegram with copies to Mr. Trench and Mr. Shattock at the Foreign Office. Mr. Shattock, I know, would like to warn Peking of the possibilities.
I think it will be convenient to make a reference in the telegram to Hong Kong telegram No.832, of which a copy is attached, though as this latter telegram is secret I have not quoted its number.
